Type the following command in the search box and then hit the Enter key:
devmgmt.msc
Note: Technically, opening Device Manager from the Command Prompt would require that you actually open the Command Prompt program. However, running an executable program like this from the search box accomplishes the same thing.
The Windows 7 Device Manager will display immediately.
