WINSRV Not Found! BSOD! Oh My!

Any advice for lcrob in the PC Support Forum?

"Please help! My computer died and a blue screen came up with black letters saying WINSRV NOT FOUND, REINSTALLING MAY FIX THE PROBLEM. I do not know what  WINSRV means. Thanks for any info."
